The next least intrusive thing to do would be a power drain, which would just involve pulling the power cords and then holding the power button for 30 seconds. This will force the BMC/iDRAC to restart. If you still have problems after that, testing the system at the minimum to POST would be the next thing I do. The following components are considered the minimum to POST for this server:

Protect Your InformationSince 2005, over 160 million personal information data records have been compromised in the US alone*. Dell recognizes the growing importance of information security and is committed to ensuring the confidentiality, integrity and availability of data. Today’s PowerEdge servers are the most secure severs Dell has ever produced.

The PowerEdge 2900 III server includes an industry standard Trusted Platform Module (TPM) which supports a variety of information security software packages that help customers reduce risk. The internal components on the PowerEdge 2950 III are physically and logically locked down, helping to prevent unauthorized access. This is particularly useful for customers using USB security tokens. The optional internal tape drive allows easy backup, archive and data recovery. The PowerEdge 2900 III PERC 6/i RAID controller supports RAID levels 6 and 60, providing fault tolerance even in the event of two hard disk failures.

If you can, could you remove any of the system fan and swap to the issue slot to check if it"s the slot issue or fan issue? I glanced through the parts database, and only found DPN# C9857 for PE2900 fan only.
