The rate at which your monitor updates is measured in Hertz. One Hertz is equal to one cycle per second. If your monitor is set to update at a rate of 100 Hertz, then it is refreshing 100 times per second. The Hertz used to measure monitor refresh rates is similar to the Gigahertz used to measure the speed of your CPU, except that Gigahertz is a measure expressed in billions of cycles per second.
If the refresh rate on your LCD monitor is set too low, it can appear to be flickering since there aren’t enough updates per second. While some people are comfortable with around 30 Hertz, others can see the flickering and require a higher refresh rate. The most common refresh rate is 60 Hertz.

About 2 weeks ago, the tv developed an issue, in that each time I turned it on it the image was visible, but there was a rapid bright flickering over the image. After about a minute or so, this would stop and the tv was viewable as normal. However, the time taken to clear the fault gradually increased, and one time some white smoke came out of the top of the tv. I took the back cover off and after switching on, a further small amount of whitish smoke came from the area in the attached photo, but I couldn’t tell exactly the source, due to the heat shield covering that part of the power supply board. Having switched the tv on several times since, the smoke has never re-appeared.
I only have a basic meter, so was limited to taking on ohms reading on each. Four of the five in the group had readings of about 120 ohms and one was about 70 ohms. Sorry if that is a bit vague - if necessary, I will re-take the readings and report back with them, as well as the component numbers.
At first, I thought I might have cured the problem, as when I switched the tv on again, it worked normally and did so for about 2 days. But then it reverted to the flickering again, which now will not stop at all, no matter how long it is left for.

Flicker is a visible change in brightness between cycles displayed on video displays. It applies to the refresh interval on cathode ray tube (CRT) televisions and computer monitors, as well as plasma computer displays and televisions.
Flicker occurs on CRTs when they are driven at a low refresh rate, allowing the brightness to drop for time intervals sufficiently long to be noticed by a human eye – see persistence of vision and flicker fusion threshold. For most devices, the screen"s phosphors quickly lose their excitation between sweeps of the electron gun, and the afterglow is unable to fill such gaps – see phosphor persistence. A refresh rate of 60 Hz on most screens will produce a visible "flickering" effect. Most people find that refresh rates of 70–90 Hz and above enable flicker-free viewing on CRTs. Use of refresh rates above 120 Hz is uncommon, as they provide little noticeable flicker reduction and limit available resolution.
In LCD screens, the LCD itself does not flicker, it preserves its opacity unchanged until updated for the next frame. However, in order to prevent accumulated damage LCDs quickly alternate the voltage between positive and negative for each pixel, which is called "polarity inversion". The exact refresh rate necessary to prevent the perception of flicker varies greatly based on the viewing environment. In a completely dark room, a sufficiently dim display can run as low as 30 Hz without visible flicker.
The human eye is most sensitive to flicker at the edges of the human field of view (peripheral vision) and least sensitive at the center of gaze (the area being focused on). As a result, the greater the portion of our field of view that is occupied by a display, the greater is the need for high refresh rates. This is why computer monitor CRTs usually run at 70 to 90 Hz, while CRT TVs, which are viewed from further away, are seen as acceptable at 60 or 50 Hz (see analog television standards).

Software can cause flicker effects by directly displaying an unintended intermediate image for a short time. For example, drawing a page of text by blanking the area to white first in the frame buffer, then drawing "on top" of it, makes it possible for the blank region to appear momentarily onscreen. Usually this is much faster and easier to program than to directly set each pixel to its final value.
When it is not feasible to set each pixel only once, double buffering can be used. Clearing your phone"s cache can also help to stop the phone screen flickering or blinking. Just like an app cache, your phone"s system cache is a storage of data that your phone needs to boot up and work properly.
If data associated with your phone"s GPU is corrupted or isn"t being processed properly, flickering will occur. In this case, clearing the cache will solve the problem.
Once you"ve selected the option, you will get a prompt reconfirming your decision. Once you confirm, the cache is cleared. This decision can"t be overridden.
Booting your smartphone in safe mode is also another option to try and stop phone screen flickering or shaking problem. Take note, booting in safe mode won"t help "cure" the flickering. It is just to help you find out if the screen still flickers or not. If it doesn"t, then it means the flickering is caused by a software glitch.
When your phone screen comes back on, you"ll be prompted to allow your phone boot in safe mode. Tap "OK" and wait for the phone to boot up in safe mode.
