A surge in demand for consumer durables, especially smartphones, is likely to more than treble India"s market for flat panel displays from $5.4 billion in 2020 to nearly $19 billion by 2025, a report by electronics association ICEA has said.

The industry body has said the cumulative market in the next 5 years was around $60 billion which is waiting to be tapped by domestic industry. Though India has steadily grown into a leading consumer market for display-centric products, it does not currently have a local display manufacturing industry and all display components have to be imported from overseas suppliers.

"We (India) currently consume 7-8 per cent of the global display production in India primarily for use in mobile, TV and IT hardware. With our current emphasis on electronic manufacturing in India and incentives to trigger this industrial sector, the demand for displays will increase multi-fold," said Pankaj Mohindroo, Chairman, India Cellular and Electronics Association (ICEA). "There is no display fab in India today and this is the right time that we direct our focus towards building this strategic core industry in India."

Globally, the market for flat panel displays was valued at $100 billion in 2020 and is projected to grow over $125 billion in revenues by 2024. The mobile phone and TV product segments account for greater than 65 per cent of the industry revenues while notebooks, monitors, tablets, automotive and other applications account for the rest. India has already established a substantial market-pull for display components and this market pull is accelerating to be a substantial fraction of the global display industry. The creation of an India-based display industry will require the confluence of market-pull, capital and know-how, ICEA says.

"A coherent national policy is required to mobilize private sector companies to bring together capital and knowhow to establish state-of-the-art display Fabs. The national policy should extend government support towards providing financial incentives to display makers and display supply chain companies who agree to make substantial investments under the private-public partnerships. He also invited the Large Indian Corporates to come forward and put their weight behind to establish this strategic industry in India," said Mohindroo.

According to ICEA, there is a potential for India to exploit export opportunities alone of upto $11 billion per year by 2025. On top of this, by reducing imports for the domestic market, it is estimated that the industry can create 200,000 new jobs in the sector.

"Displays are the windows to the digital world of data. They make it possible for data to be visualized in a human-readable form. The display component industry is greater than USD 100 billion in size and it has spawned substantially larger leveraged industries that manufacture and sell display-centric electronic products," said Dr G Rajeswaran, Director & CEO, Grantwood Technologies. "Using our pioneering experience in the display industry over the past three decades, we are proposing a strategy, a plan-of-action and some key recommendations to future stakeholders in India."

After announcing incentive schemes for mobile and IT hardware manufacturing, the government is now planning to chart out a similar plan for setting up display fabrication units in the country. The ministry of electronics and IT (MeitY) has invited expressions of interest (EoIs) from companies which want to set up LCD/OLED/AMOLED/QLED based display fabrication units in India.

The information received in response to this EoI will be utilised to formulate a scheme for setting up display fabrication units (FABs) in the country. Companies have been given time till April 30 to apply.

As per information shared by the government, displays constitute a significant portion of the total bill of materials (BoM) in electronic products. For instance, displays account for over 25% of the BoM in case of smartphones and over 50% in case of LCD/LED TVs. India’s display panel market is estimated to be $7 billion and expected to grow to $15 billion by 2025. Current requirements are met exclusively through imports.

The outlay for the scheme will be decided once all the companies submit their applications and suggest what kind of incentives are required. The government plans to develop an ecosystem of various components of electronics in the country. That is the reason why a localisation schedule has been incorporated in the recently launched production linked scheme (PLI) scheme for IT hardware manufacturing.

As per estimates from industry body ELCINA, the electronics components manufacturing sector suffers from a disability of around 10% due to lack of adequate infrastructure, domestic supply chain and logistics, high cost of finance, inadequate availability of quality power, limited design capabilities and focus on R&D by the industry. “Given this and the capital-intensive nature of display manufacturing, there is a need to incentivise the industry setting up display FAB facilities in India,” the EoI said, a copy of which has been seen by FE.

The global electronics industry is currently valued at $2 trillion and is expected to grow significantly given the increasing penetration of emerging technologies. India’s share in global electronics manufacturing has grown from 1.3% in 2012 to 3.6% in 2019. Domestic electronics manufacturing has increased substantially from Rs 1,90,366 crore in 2014-15 to Rs 5,33,550 crore in 2019-20 at a CAGR of 23%.

While submitting applications, the companies need to provide details about proposed locations to set up the FAB and land, water and power requirements. Details about technical specifications, operational things like capacity as well as financial details like source of funding, ownership structure etc need to be provided. The firms should list out support desired from government including grant-in-aid, viability gap funding, tax incentives, infrastructure support, requirement of regulatory waivers etc.

India is aspiring for a more than five-fold increase in electronics manufacturing to $400 billion by FY25 by focusing on export markets and incentivising manufacturers to become globally competitive.

Last April, the government rolled out a Rs 41,000-crore PLI scheme for large-scale electronics manufacturing. The scheme extended incentives of 4% to 6% on incremental sales over the base year for goods manufactured in India for a period of five years subsequent to the base year as defined. Earlier, this month, another scheme for IT hardware with an outlay of Rs 7,350 crore has been launched. The government will offer incentives in the range of 4% to 1% over a period of four years for manufacturing laptops, tablets, all-in-one PCs and servers in India.

"We worked with the government and agreed this project has to be aMade in India product." Agarwal said the company will endeavour to make India a significant export hub of display units with the setting up of the unit, known as Panel FAB. India’s LCD market is entirely import-dependent.

The plant will be set up in Pune or Nagpur. Although Twinstar Display is an independent company, it is being monitored by Vedanta"s technology arm, Sterlite Technologies, till the time a full-fledged team takes over in the new company. The government on Wednesday tweaked the Rs 76,000 crore incentive scheme for semiconductors and display manufacturing units, offering to give 50 per cent of the project cost across all categories of factories as it looks to woo global players such as Intel to set up production base in India to help cut reliance on imports.

The production linked incentive, or PLI, scheme announced in December last year had offered varying degree of fiscal support to different categories for development of semiconductors and display manufacturing ecosystem in India. These ranged from 30-50 per cent.

Now, this has been made uniform -- the government will fund 50 per cent of the project cost across all technology nodes for setting up of semiconductor fabs, including not just cutting-edge computing chips but also those used in power, telecom and automotive sectors.

Minister of State for IT Rajeev Chandrasekhar said the total outlay for the package will remain the same, but harmonisation of incentives to 50 per cent will make the semiconductor policy "extremely competitive" and attract investment across spectrum of opportunities, namely silicon and compound fabs, packaging units, display fabs, and design and innovation ecosystem.

Global companies, he said, are examining exploring India as a viable investment destination for semiconductors. India is positioning itself as among the most attractive destination in Asia for "all things electronics and semiconductors", and the government is "confident" that investments of almost Rs 2 lakh crore will come in over next two years.

"We believe this move will further increase the interest and create additional proposals that have been in discussions with us over the last 4-5 months," Chandrasekhar told reporters.

Earlier on Wednesday, the Cabinet, headed by Prime Minister Narendra Modi, approved fiscal support of 50 per cent of project cost on pari-passu basis for setting up of semiconductor and display fabs as well as other categories such as compound semiconductors. Pari-passu is a Latin phrase meaning "equal footing".

The move comes days after mining mogul Anil Agarwal"s Vedanta group announced a Rs 1.54 lakh crore investment for setting up semiconductor and display manufacturing units in Gujarat.

The PLI scheme was announced in December 2021 as a chip shortage, which has eased a bit now, hobbled businesses across the board -- from vehicle manufacturers to toy-makers.

The Indian semiconductor market was valued at USD 27.2 billion in 2021 and is expected to grow at a healthy CAGR of nearly 19 per cent to reach USD 64 billion in 2026. But none of these chips are manufactured in India so far.

Setting up semiconductor units, also known as fabs, is a highly specialised, complex and expensive task. Fabs call for complex technology, are high risk and require long gestation and payback periods, perhaps the reason India failed to crack this space till now.

While Vedanta along with Taiwanese contract manufacturer Foxconn, IGSS Ventures, and Abu Dhabi-based Next Orbit Venture"s ISMC proposed to set up electronic chip manufacturing plants, Vedanta and Elest Pvt Ltd proposed to build a display manufacturing unit.

Previously, companies looking to manufacture 28 nanometer (nm) or lower node of chips were eligible for getting up to 50 per cent of the project cost under the scheme.

Similarly, companies setting up fabs to manufacture 28-45 nm node chipsets and 45-65 nm chips were eligible for 40 per cent and 30 per cent of the project cost reimbursement, respectively.

The scheme for setting up display fabs to manufacture TFT LCD/ AMOLED displays included reimbursement of up to 50 per cent of the project cost with a cap of Rs 12,000 crore per fab.

Asked about the reason behind the decision to sweeten the incentives, the minister said while incentives were at 50 per cent for silicon fabs, India wanted to attract players across the entire ecosystem.

"We would like the entire integrated ecosystem from design to manufacturing to packaging and testing to be present here. The risk was we would have had fabs and then have packaging go somewhere else. And that is not something we want...We prefer that if fabs are here, we want packaging here as well," Chandrasekhar said.

"Many of the players are in conversation with us. Our proposition as India is that we are a large market for semiconductors, we have a proven track record of growing the electronics industry, and we are building vibrant design and innovation ecosystem...this is an attractive proposition to almost every player in semiconductor space," Chandrasekhar said.

In the Indian market, the trailing edge nodes, 65 nm and above, has a "huge potential" especially in the automotive and high power segment, and the tweaks in incentives will bring prospoals catering to this segment as well.
