If you go to real offices where real people are doing professional photo, graphics, and video work, you'll find monitors at brightness levels appropriate for the environment. My prints come out great BTW. I'm not sure what you believe you're doing that I'm not. Do you turn up the brightness on your images so they look good on your dim monitor?
After some calibration with a 'modern' tool I think I got it to about 80 cd/m2 (I work in a pretty dark room to ward off daily color temperature changes) which is about as low as the settings will go. Try to find what the lowest brightness setting of your preferred monitor is.

Adobe CS6 apps looks fine for me at 100%. The reason I was hesitiating to go to 4k was lack of scaling on CS6 apps but with the 32" size screen 4k is perfectly fine for me and my eyes.

I have a Dell U2711 which is rated @350cd/m2. I remember when getting it it was set at full brightness and I could really feel the heat coming off it, like a tanning bed, while I felt I was slowly going blind. Probably the designers were thinking you need to be able to use this monitor in an office with full sunshine from the back.
When you look at a printed image's colors their color luminance (vibrancy) is more to do with the printer's ability to print a wide range (shades) of colors. Which is also why one would use either ProPhoto are Adobe RGB over the sRGB color profile as they provide more colors (shades) than sRGB.

You need only 120 cd/m2 in normal environment and in dim room 80 cd/m2 is about enough. With a "modern" calibration device the software will guide the user to make the proper selection.
So you might as well just calibrate/profile your monitor to suit yourself and edit your photos so that they look good on your screen because what other people see on their screens is unlikely to be exactly the same as what you see on your screen.

My preference is 300cdm2. It matches a moderate brightness cell screen, most monitors in the world, etc. It's also good for your eyes because your pupils aren't dilated using a bright screen. With a dim screen your eyes have a harder time focusing because your eyes literally have a wider aperture

The IPS and TN monitors' main difference is in how the two polarizers are positioned in relation to one another and the shape of the crystals in the liquid-crystal layer. In a TN monitor, the polarizers are perpendicular to one another and rely on the helix-shaped liquid crystals to "twist" the light from one polarizer to get to the other. IPS liquid crystals aren’t helix-shaped, at all. In fact, they are shape shifters which is how they perform their unique function in the monitor.
IPS monitors have been priced higher than other previous LCD options, causing some consumers to question whether the cost is worth it. The longer they are available, though, the lower the cost falls, and their advanced features prove their value in the market and in your office or home.

If I take a photo on even a cloudy day it's way way way more bright than 300cdm2!
The ISO standard illuminant for critically viewing prints is 2000 lux. Art galleries often go as low as 800 lux to minimize damage to images. That is ample for casual viewing of images. 800 lux is typical office lighting levels, BTW. Neither of which do I consider to be "low light."
