As I was pressing on the tops of the ribbon cables that run down from the top of the frame, for a minute it got better but then suddenly there was a wide white vertical line, with a thin green one down the center of it, running down the front of the screen, and it was perfectly aligned with one of the cables. So now I still have the dark side of the screen, and some ghosting, and some lines, but now this bright white streak/line right down the front. Another weird thing is that if the whole screen is bright (like watching a show set in a snowy place) then the darkness even on the left side is basically gone, but if the scene is dark at all, that side is almost black. Your CPU is most likely bottlenecking your GPU, however it would cause FPS drop not screen tearing. Wouldn’t an FPS drop cause the screen tearing by putting the framerate out of sync with the monitor?

Tearing is caused by the GPU sending too many frames to render to the monitor (Edit: not entirely true, see FreaknShrooms comment below for more details). It’s not anybody’s fault, it’s just that monitors render frames at a constant pace and the graphics card does not. The monitor doesn’t display the images instantly.

A bad cable, or a cable that is not securely fastened to the input/output ports, can disrupt the signal and cause horizontal or vertical lines. Verify that the cable in use is secured correctly at both the external device and the TV.

If the lines only appear in Windows, the problem is a Windows setting -- most likely the refresh rate. Right-click on the Desktop once Windows loads and choose “Screen Resolution.” Click “Advanced Settings,” “Monitor,” and then lower the refresh rate to see if the lines disappear.
