The reason the touch ID will not work is that Apple pairs the touch id sensor built into the home button with the processor in the phone. If it detects a replacement part (aka one that doesn"t match) it will lock you out from adding touch id. I suspect this is done to prevent malicious replacement of a touch sensor to get your payment info on a stolen phone.
