TOKYO -- China is expanding its presence in the field of key components for the electronics industry, such as liquid crystal display panels and semiconductors. In China, seven state-of-the-art LCD panel factories will come onstream over the next three years, and there has emerged a plan to construct one of the world"s largest memory chip plants.
Flat-panel displays are thin panels of glass or plastic used for electronically displaying text, images, or video. Liquid crystal displays (LCD), OLED (organic light emitting diode) and microLED displays are not quite the same; since LCD uses a liquid crystal that reacts to an electric current blocking light or allowing it to pass through the panel, whereas OLED/microLED displays consist of electroluminescent organic/inorganic materials that generate light when a current is passed through the material. LCD, OLED and microLED displays are driven using LTPS, IGZO, LTPO, and A-Si TFT transistor technologies as their backplane using ITO to supply current to the transistors and in turn to the liquid crystal or electroluminescent material. Segment and passive OLED and LCD displays do not use a backplane but use indium tin oxide (ITO), a transparent conductive material, to pass current to the electroluminescent material or liquid crystal. In LCDs, there is an even layer of liquid crystal throughout the panel whereas an OLED display has the electroluminescent material only where it is meant to light up. OLEDs, LCDs and microLEDs can be made flexible and transparent, but LCDs require a backlight because they cannot emit light on their own like OLEDs and microLEDs.
Liquid-crystal display (or LCD) is a thin, flat panel used for electronically displaying information such as text, images, and moving pictures. They are usually made of glass but they can also be made out of plastic. Some manufacturers make transparent LCD panels and special sequential color segment LCDs that have higher than usual refresh rates and an RGB backlight. MicroLED displays is an emerging flat-panel display technology consisting of arrays of microscopic LEDs forming the individual pixel elements. LCDs are made in a glass substrate. For OLED, the substrate can also be plastic. The size of the substrates are specified in generations, with each generation using a larger substrate. For example, a 4th generation substrate is larger in size than a 3rd generation substrate. A larger substrate allows for more panels to be cut from a single substrate, or for larger panels to be made, akin to increasing wafer sizes in the semiconductor industry.

The move opens the flat-panel industry to make big-screen televisions, larger computer monitors and other popular consumer electronics in China. Under details outlined Wednesday, flat-panel makers will now be able to invest and set up an unlimited number of factories that manufacture what"s known as fifth-generation or lower liquid-crystal display plants. Fifth-generation plants are equipped to make smaller panels used in computer monitors and cellphones, while higher-generation plants produce bigger panels for products such as TVs.
If flat-panel makers want to set up more advanced plants, the technology used in China must be less advanced than what the company makes in Taiwan, the ministry said. Taiwan will limit the number of more-advanced LCD plants in China to three.
Yawen Hsiao, a spokeswoman for AU Optronics Corp. (2409.TW), the world"s No. 3 flat-panel maker by revenue after South Korea"s Samsung Electronics Co. (005930.SE) and LG Display Co.
said the company will apply as soon as possible to build what"s known as a 7.5-generation plant in China. Such plants can churn out 40-inch LCD panels.
"A 7.5-G plant will bring more competitiveness to us in serving customers," Hsiao said. AU Optronics" most-advanced manufacturing facility in Taiwan is an 8.5-generation plant that can produce 50-inch class LCDs.
Taiwan moved forward with new guidelines on technology investments in China on Wednesday, announcing an easing of rules that could help its chip and LCD panel makers compete in China.
The move by Taiwanese officials follows a similar relaxation of regulations in South Korea. Late last year, two of South Korea"s biggest LCD screen makers said they had finally won government clearance to build advanced LCD factories in China. Taiwanese companies have lobbied for a similar easing of strict technology investment rules for the past several years, without success until now.
The new regulations will allow chip makers and LCD screen makers in Taiwan to invest in advanced factories in China, a potential victory for consumers if the move leads to lower prices for chips and LCD screens.
In LCD panels, new Taiwanese regulations will allow companies to build a total of three factories in China that are either 6th generation or more advanced technologically, but the factory must be at least one generation behind their most advanced factory in Taiwan. LCD technology generations refer to the size of the glass sheets used in the factories. Later generations use larger sheets of mother glass, from which several display panels are then cut. The most advanced LCD factories currently in operation are 10th-generation plants. A Taiwanese company with a 10th-generation factory, for example, would be limited to building a 9th-generation plant in China.
The government also imposed a spending limit of NT$50 billion (US$1.56 billion) per year on all China-bound investments by any LCD maker, meaning companies would have to manage their investments in all kinds of LCD-related factories such as module factories, panel factories and more. Taiwanese companies will also have to match any investment in China with a similar investment in Taiwan, the regulations say.
The Taipei government may have limited the options for Taiwanese companies. South Korea"s Samsung plans to build a 2.6 trillion won (US$2.23 billion) 7.5-generation factory in China, while LG Display said it will form a venture to build an 8th generation LCD plant in China for as much as US$4 billion.
TAIPEI, Oct 20 (Reuters) - Taiwan is mulling easing controls on the technologies its flat-panel makers can use in their China operations, as South Korean and Japanese rivals have stepped up investments there, the Commercial Times reported on Tuesday. LCD panel makers, including AU Optronicsand Chi Mei Optoelectronics, will be able to use any technologies in mainland production as long as they use more advanced technologies in Taiwan, the Chinese-language paper said, citing unnamed government officials.
LCD panel makers in Japan and South Korea have said they would invest in more advanced 7.5th- and 8.5th- generation technologies in China, posing a threat to Taiwan companies, the paper said.
Taiwan President Ma Ying-jeou told Reuters on Monday the island had not considered allowing the island’s LCD firms to make large panels on the mainland for now, saying it would only cautiously export its technology expertise to China. [ID:nTP169514]
